The main functions of this department include the long term planning for water, wastewater, and solid waste services infrastructure, water resource planning and management, water and waste water quality monitoring, including management of the Blue Drop and Green Drop systems, the operation and maintenance of bulk water, sanitation and solid waste facilities, capital project and contracts management, water demand management, data recording and management pertaining to water services and solid waste, sourcing of grant funding for water and solid waste services, and liaison with government departments involved in water and solid waste services.

This department consists of a Deputy Director, a Manager for Water Services Infrastructure & Quality, a Manager for Bulk Water Services, and a Manager for Solid Waste Planning.
