The annual performance evaluations of the Municipal Manager (MM) and Directors were concluded by the respective evaluation panels on Thursday, 26 September 2024. The panels were constituted as legally required and included members representing the wards, the Internal Audit Committee, and a municipal manager from another municipality. The evaluation of the MM was chaired by the Mayor, while each Director’s evaluation was led by their respective portfolio chairpersons.
The evaluations were robust and pertinent questions were asked regarding under performance, particularly regarding the capital budget and key performance indicators for communications, to name a few.
The performance results were subsequently submitted to both MEC Bredell and Minister Hlabisa and will be included in the annual report to be published after the external audit has been concluded. The performance management system is audited every year by the Auditor General (AG) who assesses the validity of actual performance against the portfolio of evidence. Each year, the AG provides an opinion on the pre-determined objectives, offering independent assurance that the performance information is accurate and reliable.
Overstrand Executive Mayor, Dr Annelie Rabie, expressed her intention to implement additional evaluation opportunities to detect under performance early and monitor it closely, thereby ensuring improved results during the annual evaluation. She further indicated that performance management should not just be a tick box exercise, but it should become second nature and part of the municipality’s daily operations.
